Export food production and processing enterprises, planting areas, agricultural cooperatives, or industry associations with independent legal person status can apply to the local inspection and quarantine authority for filing. The planting area applying for filing must meet the following conditions:

1.Proof of legal operating land for planting: The planting area must have documentation proving its legal right to use the land.

2.Relatively fixed and contiguous land: The land should be continuous and relatively stable, surrounded by natural or artificial isolation zones (fences), and meet the land area requirements determined by the local inspection and quarantine authority based on the actual situation.

3.Air, soil, and irrigation water meet national standards: The environmental factors such as air, soil, and irrigation water must meet national standards, and there should be no pollution sources around the planting area that could affect the quality and safety of the raw materials.

4.Management of agricultural inputs: There should be a dedicated department or personnel responsible for managing agricultural inputs like pesticides, and there should be appropriate storage facilities for such inputs. Agricultural inputs must comply with the relevant laws and regulations of China or the importing country (region).

5.Complete quality and safety management system: This should include an organizational structure, management systems for agricultural inputs, pest and disease monitoring systems, toxic and harmful substance control systems, and production and traceability record systems.

6.Professional or part-time plant protection staff: There should be plant protection staff, either full-time or part-time, who are equipped with basic knowledge of plant protection and are adequate for the scale of production.

7.Other legal and regulatory requirements: Any other conditions stipulated by relevant laws and regulations.
