Background

Manual on Processing Trade (Golden Gate II)
This module is applicable to bonded business of enterprises outside the zone holding processing trade manuals (manuals beginning with B and C). The module includes manual filing, reporting and checking, declaration and inquiry of bonded checklist, declaration of use of non-priced equipment and declaration of outward processing business.
Processing Trade Account Book (Golden Gate II)
This module is applicable to bonded business of enterprises outside the zone holding processing trade account book (account book beginning with E). This module includes account book filing, reporting and checking, declaration and inquiry of bonded checklist, application of non-pricing equipment and declaration of outward processing business.
Special Customs Supervision Area (Gold Gate II)
This module is applicable to bonded processing and bonded logistics business of enterprises in the area (account book beginning with H and T). This module includes account book filing, report and verification, material consumption management, declaration and inquiry of bonded verification list, business declaration form, receipt/issue document, write off release document, etc.
Bonded Logistics Management (Golden Gate II)
This module enables online customs to send information such as deposit collection form. and payment notice to enterprises, and enterprises to declare information such as confirmation of deposit collection form and general guarantee to customs through the system.
Transfer of Bonded Goods (Gold Gate II)
The module is applicable to the transfer of bonded logistics goods by. enterprises outside the zone, realizes the transfer of bonded goods, supports the transfer-in and transfer – out enterprises to adopt the “self – transportation” and “distribution centralized reporting” operation modes for the transfer of bonded goods, and includes the management of transfer-in and transfer-out declaration forms and receipt and delivery documents.
Delegated Authorization (Gold Gate II)
This module is used for enterprises holding manuals or account books to authorize the entrusted customs broker, and the authorization management is unified under this module.
Outbound processing
Outbound processed goods are not restricted by the catalogue of prohibited and restricted goods in processing trade, and processing trade regulations such as processing trade bank deposit ledger and unit consumption management are not implemented. This module includes the filing, verification and inquiry of outbound processing account books.

Cancel the filing list
Stop using the list, the Golden Gate II will start to use the checklists and adopt item- level management. The checklist is not process data, but item level declaration data. It is as important as the customs declaration form.

Each Stage and Description of Golden Gate II Declaration
Stage 1
Manual/Account Book/Bottom Account Management: The account book type used for regional management. The only voucher for the entry, exit, transfer and deposit of all original accounts is the check list. Regional original accounts include logistics account book, processing account book and regional equipment account book. At the same time, it is also applicable to the management of handbooks or account books of processing trade enterprises outside the region.
Stage 2:
Business declaration form: unified business appr oval documents for daily entry and exit areas, with specific categories including distribution of centralized reports, outward processing, bonded display transactions, equipment testing, equipment maintenance, outward distribution of molds, simple processing and other daily entry and exit areas. The declaration form needs to be filed, changed and closed, and the guarantee amount can be dynamically controlled during the actual entry and exit of goods. It is mainly used for businesses in the area, businesses in customs bonded supervision sites, and bonded goods transferred by enterprises outside the area.
Stage 3:
Receipt and issue documents: unified documents for daily entry and exit areas, representing a batch of goods and intermediate documents entering and leaving areas/places. The receipt/issue document is an intermediate document, on which is a business declaration form, and under which is a check list/barrier check release document. The guarantee amount of the declaration form is adjusted.
Stage 4:
Checklist: The bonded checklist is a special document for checking and annotating the Golden Gate II bonded original accounts It belongs to the relevant documents for processing trade and bonded supervision. It is the only document for the entry, exit, transfer and deposit of all the Golden Gate II bonded original accounts. The declaration form can be produced through the checklist.
Stage 5:
Write off release form: the only certificate for entering and leaving the barrier. Barrier checklists correspond to cargo vehicles one by one. Checklists can only be generated from checklists, bills of lading (entering the area before declaration) or stock-in and stock-out documents. The documents associated with the write off release document must be of the same type.
Stage 6:
Vehicle information: vehicle information filed and bound to the write off release form.

What is the difference between Delegation Authorization and Processing Trade Authorization?
Entrusted authorization is developed for Golden Gate II processing trade system, and is used for the authority management system of inter-enterprise agent filing and customs declaration. Processing trade authorization is an authority management system used for H2010 account books and handbooks and for agency filing and customs declaration.
Entrusted authorization is based on an enterprise as a unit, while trade authorization is based on a single account book or manual. The authority of both cannot be used universally.
At present, there is no limit on the number of items in the bonded write off checklist, but each declaration form has only 50 items at most. Can one bonded checklist generate more than one declaration form?
According to the current setup of Golden Gate II system, a bonded checklist can only correspond to one customs declaration form. When entering the system, the system will merge each list entered. If there is too much data entered into the list and more than one declaration form is generated, the system will prompt you if it is exceeded. When importing, enterprises are required to control the number of items in the list.
