How to define recycled steel raw materials

● Recycled iron and steel raw materials are furnace charge products that can be directly used as iron resources after being classified and processed;

● The processing process emphasizes the classification and screening of recycled   steel products according to the requirements of source, physical specifications, chemical composition, use, etc., and becomes a specific category of recycled steel raw material products;

● The non-metallic inclusions mixed 1n the process of production, collection, packaging and transportation are strictly regulated according to varieties and grades, and the detection methods are specified in detail, which provides an important basis and support for ensuring the quality of recycled steel raw materials.

What are the legal Responsibilities?

● In violation of the Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste (Revised in 2020), if solid waste outside the People’s Republic of China is imported into China, the customs shall order it to return the solid waste and impose a fine of not less than 500,000 yuan but not more than RMB 5 million;

● The carrier s hall be jointly and severally liable with the importer for the return and   disposal of the solid waste specified in the preceding paragraph;

● If hazardous waste is transferred in transit through the People’s Republic of China, the customs shall order it to be returned and impose a fine of not less than RMB 500,000 but not more than RMB 5 million;

● For solid waste that has illegally entered the country,  the competent department of  ecological environment of the people’s government at or above the provincial level  shall put forward treatment opinions to the customs according to law, and the  customs shall make a punishment decision in accordance with the provisions of   Article1 above; If environmental pollution has been caused, the competent  department of ecological environment of the people’s government at or above the provincial level shall order the importer to eliminate the pollution.
