Announcement of the Ministry of Commerce, the General Administration of Customs and the State Administration of Market Supervision No,12 of 2020.

In order to more effectively support the international community to jointly deal with the global public health crisis during the special period when the global epidemic situation continues to spread, this announcement is issued to further strengthen the quality supervision of epidemic prevention materials and standardize the export order. 

From April 26 onwards, non-medical masks exported shall conform to Chinese quality standards or foreign quality standards. The Ministry of Commerce has confirmed the list of non-medical mask manufacturers that have obtained foreign standard certification or registration (the website of the China Chamber of Commerce for Import and Export of Medical and Health Products is updated dynamically in (www.cccmhpie.org.cn). The customs will check and release them on the basis of the list of enterprises provided by the Ministry of commerce and the joint declaration of exporters and importers. The General Administration of Market Supervision provides a list of substandard products and enterprises of non-medical masks investigated and dealt with in the domestic market (the website of the General Administration of Market Supervision is updated dynamically in www.samr.gov.cn). In this list, the customs will not accept the declaration and will not approve the release.

Since April 26, exporting enterprises whose products have been certified or registered with foreign standards for COVID-19 detection reagents, medical masks, medical protective clothing, respirators and infrared thermometers are required to submit “Statement on  Export of Medical Materials  (in Chinese and  English)” to promise that the products meet the quality standards and safety requirements of the importing country (region), and the manufacturing enterprises are also required to be included in the list of manufacturing enterprises that have been certified or registered with foreign standards provided by the Ministry of Commerce (the website of China Chamber of Commerce for Import and Export of Medical and Health Products www.cccmhpie.org.cn is updated dynamically), and the customs  will check and release them accordingly.

The “Declaration on Export of Medical Materials” in the original Announcement No.5 is used for five categories of export medical materials that have obtained the registration certificate of medical device products in China, while the ”Declaration on Export of Medical Materials (in Chinese and English）”is used for export medical materials whose products have obtained foreign standard certification or registration.
